Billy was a crewman of the SS Walden. He was present with the crew during their successful salvage mission on Ita moon.
He and his captain—along with Lacey, Jesse, and Stern—ambushed Malcolm Reynolds aboard Serenity after they responded to his distress beacon. Billy frisked Reynolds for weapons and found none. He remained with both captains while the other three crewmen were sent to check the vessel in case persons were hidden. After "Sash" shot Reynolds, he ordered Billy to plug in the new catalyzer for the compression coil (the source of Serenity's problems). They were stopped, however, when Reynolds threatened them with a pistol. Billy placed the component on the deck, and the five Walden crew departed the vessel.
