Bureaucrats are the third and generally highest tier of user on the Firefly and Serenity Database in terms of abilities and powers. It is bureaucrats who grant rollback rights to trusted editors, sysop powers to administrators, and bureaucrat rights to other bureaucrats. While bureaucrats are largely similar to administrators in general article editing, their opinions are almost always considered in important policy decisions that affect the whole site, as well as determining consensus in difficult cases.
Bureaucrats can grant all local levels of sysop powers to a user account; likewise, they can remove both the "administrator" and "rollback" flags from said user accounts. Bureaucrats, however, cannot remove the "bureaucrat" flag from another account—that task must be done by a Wikia staff member.
