Osiris

Osiris is a wealthy world near the Core of the system. The seat of power on this planet is a city known simply as Capital City. Osiris is home to many rich and influential families, but as is often the case, a notable criminal presence has established itself in the planet's more urban areas. Criminals on Osiris are known to take advantage of "blackout zones", locations where monitoring devices are impracitcal and often malfunction. To combat this tendency, local security punishes anyone found within a blackout zone with instant jail time, whether engaging in criminal activity or not. (Firefly:"Serenity"; "Safe")
